The WHS Safety Partner Framework™

Your practical pathway to building a clear, structured WHS system that supports compliance, strengthens culture, and reduces pressure on internal staff.

This Is Your Journey IF…

  • You feel crushed by juggling too many roles and need to streamline safety compliance.

  • You want a reliable safety system that supports your business without full-time hires.

  • You crave clarity and peace of mind knowing your safety compliance is sorted.

This Isn’t Your Path IF…

  • You prefer handling compliance challenges without outside support or guidance.

  • You already have a well-oiled, effective safety management system in place.

  • You’re not ready to alter your current approach to managing safety obligations.

The WHS Safety Partner Modules

The WHS Safety Partner Framework™ is tailored to your business — your people, your operations, and the specific risks you manage.

Each module is fully adaptable to your industry and current priorities. You can work with us month-to-month with no lock-in contracts, giving you the flexibility to access the level of support you need, when you need it.

The modules below form an example roadmap. They can be adjusted, reordered, or substituted with other WHS focus areas to suit your goals, pace, and level of system maturity. Each module moves at a pace that suits your business — focusing on meaningful progress and practical implementation, not quick fixes.

What You'll Experience. Over 52 Transformative Weeks, we'll journey through:

Module 1
WHS Foundations & Legal Readiness
Lay the groundwork for a clear, tailored WHS system that aligns with your operations and legal obligations. This module focuses on reviewing your current documentation, refining it to meet WHS requirements, and supporting implementation so the system works day-to-day.
You will:
  • Review existing WHS policies, procedures, and templates.
  • Identify gaps or duplication and tailor documentation to your operations.
  • Clarify legal duties under the WHS Act and Regulations.
  • Establish how WHS responsibilities are managed and communicated; begin embedding the system in practice.
  • Set up simple consultation and leadership engagement mechanisms to ensure workers have a voice from the start.
Module 2
Roles, Responsibilities & Due Diligence
Clarify who is responsible for what within your WHS system. This module helps leaders, managers, and staff understand their specific WHS duties and how they connect to organisational due diligence.
You will:
  • Define WHS responsibilities across roles (PCBU, Officers, Managers, Workers).
  • Establish accountability for monitoring and maintaining WHS performance.
  • Develop practical due diligence checklists or tools to support leaders.
  • Build confidence in how safety responsibilities are communicated and demonstrated.
Module 3
Foundational Risk Analysis
Establish a clear baseline of your WHS position by identifying all known industry and business risks. This module draws on industry data, standards, codes of practice, and your internal records to create a proactive, evidence‑based approach to managing safety.
You will:
  • Conduct a baseline risk analysis using internal data, observations, and consultation.
  • Identify key operational activities and related hazards using industry and regulatory references.
  • Review existing control measures and evaluate their effectiveness.
  • Develop a summary of findings and recommended priorities for your WHS plan to support proactive risk management.
Module 4
WHS Risk Management System
Develop a structured, business‑specific approach to managing risks that reflects how your business operates day‑to‑day. This module focuses on building a practical risk management framework so hazards are recognised, assessed, and controlled in a consistent, proportionate way.
You will:
  • Develop or refine a tailored WHS risk management procedure.
  • Identify and assess key workplace risks such as hazardous manual tasks, traffic management, plant and equipment use, contractor activities, and remote or isolated work.
  • Map each risk to relevant control measures, responsible roles, and supporting documents.
  • Consult with key staff to develop, review, and monitor risk controls — strengthening accountability, participation, and continuous improvement.
Module 5
Safe Work Procedures & WHS Documentation
Create clear, practical documentation for tasks so your team knows how to perform work safely — and can demonstrate it in practice.
You will:
  • Identify tasks that require Safe Work Procedures (SWPs).
  • Draft or refine SWPs using the hierarchy of control.
  • Consult with staff in developing and reviewing procedures to ensure they are accurate, accessible, and understood.
  • Implement training and on‑the‑job observations to confirm that safe work procedures are being applied effectively.
  • Include competency verification methods such as observation or discussion to confirm understanding.
Module 6
Psychosocial Risk Management
Integrate psychosocial safety into your WHS system in a way that supports both compliance and culture. This module helps you understand, assess, and manage the psychosocial factors that influence wellbeing, engagement, and performance.
You will:
  • Identify psychosocial hazards such as workload, low role clarity, conflict, poor change management, or limited recognition.
  • Review existing controls, policies, and reporting processes to ensure risks are being managed appropriately.
  • Embed psychosocial hazards into your risk register and clarify how issues are monitored, escalated, and reviewed.
  • Strengthen communication, consultation, and leadership awareness to promote a culture of respect, support, and psychological safety.
Module 7
Contractor & Third‑Party Safety
Ensure contractors and third parties meet your safety standards and understand their obligations when working with your business.
You will:
  • Define contractor engagement and onboarding requirements.
  • Include contractor prequalification and ongoing performance reviews to ensure safety standards are maintained.
  • Align responsibilities and expectations with your WHS system.
  • Implement practical tools to monitor contractor performance and documentation.
  • Include competency verification methods such as observation or discussion to confirm understanding.
Module 8
Workplace Inspections & Monitoring
Establish consistent safety checks and follow‑up processes to identify hazards early and maintain safe work environments.
You will:
  • Develop or refine a workplace inspection schedule (including remote/off‑site as relevant).
  • Create templates or digital tools for consistent inspections and reporting.
  • Track corrective actions and communicate outcomes.
  • Review inspection findings at WHS or management meetings to drive continuous improvement.
Module 9
Incident Management & Investigation
Create a clear, reliable process for reporting, investigating, and learning from incidents — so improvements are identified and actioned.
You will:
  • Define incident, hazard, and near‑miss reporting requirements.
  • Ensure staff understand regulator notification requirements for notifiable incidents under the WHS Act.
  • Apply investigation and root‑cause analysis methods appropriate to the event.
  • Record and track corrective actions through to completion.
Module 10
WHS Training, Competency & Capability Building
Strengthen skills and confidence at every level by embedding training, competency checks, and capability development into your WHS system.
You will:
  • Identify mandatory and role‑specific training requirements.
  • Establish a training matrix and tracking process (including refreshers).
  • Verify competency through observation, feedback, or knowledge checks.
  • Promote two‑way feedback so training insights inform future planning.
Module 11
Wellbeing Integration
Bring wellbeing into the core of your WHS approach, aligning safety systems with initiatives that support mental health, engagement, and resilience.
You will:
  • Identify key wellbeing drivers relevant to your workplace.
  • Integrate wellbeing initiatives into your WHS plan and policies.
  • Link wellbeing initiatives with psychosocial controls such as role clarity, workload balance, and supportive communication.
  • Strengthen culture through leadership visibility and proactive wellbeing communication.
Module 12
System Review & Continuous Improvement
Keep your WHS system current and effective through structured reviews, audits, and improvement planning aligned with your business goals.
You will:
  • Conduct regular WHS system reviews or audits.
  • Capture lessons learned and update documentation and controls.
  • Review WHS performance data, consultation outcomes, and wellbeing indicators to guide ongoing improvement.
  • Develop an annual improvement plan aligned with business goals.
